The Magnolia Scholarship Account (MSA) program will empower our children’s futures. With an MSA, students will be ready for their future because parents will have approximately $5,500 to find the custom K-12 education opportunities that make them Mississippi Ready.

If this proposal is passed by the legislature, students will be eligible to participate in the MSA program as follows:
- Year 1: Students who are Medicaid or CHIP eligible (household income below 209% of the federal poverty level) and who (1) attended public school the previous year, or (2) are entering kindergarten.
Participation capped at 1.5% of total public school enrollment from the previous school year.
- Year 2: Extended to any student who attended public school the previous year or children entering kindergarten.
Participation capped at 3% of total public school enrollment from previous school year.
- Year 3: Extended to any child eligible to enroll in a Mississippi public school. Children who are already homeschooled are eligible for $1,000.
Participation cap increased by 1.5% of prior year public school enrollment.
- Year 4: Cap raised to allow even more eligible children from year 3.
Total MSA participation cap increased by 1.5% of prior year public school enrollment.
- Year 5: Eligibility now open to all children who are eligible to enroll in a Mississippi public school, with no participation cap!
The amount of the scholarship will be based on the statewide average amount the state spent per student the previous year, and it will be adjusted yearly. In the first year, the amount of the scholarship under this proposal will be between $5,000 and $6,000 per student.

- One-off services provided by a public school, including individual classes and extracurricular activities
